Chow Kwong Man and his twin brother both began their competitive cycling career in Hong Kong in the late 1950s. In the early 1960s Chow represented the South China Athletic Association, finishing second in a 30-mile road race held in 1961. He then had multiple top-ten finishes in races organised by the Hong Kong Cycling Association, including several podiums. Chow then won several mass-start races held ahead of the 1964 Tokyo Olympics, earning a place on the Hong Kong team for the Games. He finished 36th in the individual road race, in addition to placing 30th in the 100 kilometres team time trial. One year later Chow set a national record in the 5,000 metres and competed at the Asian Cycling Championships.
