The IOC currently holds an annual session, or plenary meeting of the entire membership. In the past, IOC Sessions were held twice in the Olympic year, once at the site of the Olympic Games and once at the site of the Olympic Winter Games. Since the changing of the year of the Olympic Winter Games in 1994, however, the Sessions have been held annually, except for special sessions, although since the announcement in 1989 of the new dates of the Olympic Winter Games, biannual sessions have been held in 1992, 1993, 1994, 1999 (3 sessions), and 2002.
There is confusion over the precise numbering of the IOC Sessions, due to controversy over two meetings in 1903 and 1912 which may or may not have been IOC Sessions. It is not precisely certain if the 1903 meeting ever actually took place, and although a meeting of IOC Members took place in 1912, it is unclear if that was an actual IOC Session. IOC researcher Wolf Lyberg of Sweden has studied the IOC Sessions in detail, publishing his 3-volume work, The History of the IOC Sessions (Lausanne: IOC, 1994), and also publishing a list of the sessions in his book, Fabulous 100 Years of the IOC: Facts-figures-and much, much more (Lausanne: IOC, 1996). A list of IOC Sessions is also published by the IOC in their annual guide, the Olympic Movement Directory, and they do not agree – basically they currently differ by the two sessions.

Olympic Congresses are periodic gatherings of all the various bodies and individuals involved in the Olympic Movement. Until 2004, the Olympic Charter stated that they were to be held, in principle, every eight years at a place and date determined by the IOC. It is now no longer so specific, and simply states that it is held “… at intervals determined by the IOC.” Coubertin intended Olympic Congresses to be held from “time to time” to discuss the Olympic Movement. However, shortly after his retirement as IOC President, a gap of 43 years occurred from the 9th Olympic Congress until the 10th Olympic Congress in 1973. The Olympic Congress has no official power to make rules concerning the Olympic Games or to modify the Olympic Charter but only acts as a consultant to the Olympic Movement.
The specific rule in the Olympic Charter detailing the Olympic Congress is Rule 4, which reads as follows:
4. Olympic Congress
The Olympic Congress gathers representatives of the constituents of the Olympic Movement, at intervals determined by the IOC; it is convened by the IOC President; its role is consultative.
Bye-Law to Rule 4
- The Olympic Congress is convened by the President, upon decision of the Session, and organized by the IOC at a place and on a date determind by the Session. The President shall preside and determine the procedure.
- The Olympic Congress is attended by the members, Honorary President, honorary members and honour members of the IOC, the delegates representing the IFs and the NOCs; it may also include representatives of organizations recognised by the IOC. In addition, the Olympic Congress is attended by athletes and personalities invited in their individual or representative capacity.
- The IOC Executive Board determines the agenda of the Olympic Congress after consultation with the IFs and the NOCs.
To date, 13 Olympic Congresses have been held, with the last in København in 2009. As of 2016, there are no scheduled Olympic Congresses. In some cases, it is not even certain which meetings should be considered Congresses. In the early years of the Olympic Movement some Congresses doubled as IOC Sessions. Some purists do not consider the 1894 Sorbonne Congress as an Olympic Congress since the Olympic Games had not been re-established until the end of the meeting.

The IOC Executive Board now conducts Special Meetings with both the International Federations and the National Olympic Committees, and has done so since 1946 (IFs) and 1952 (NOCs). The meetings with the NOCs occur biennially, while the IOC Executive Board usually meets twice a year with the IFs, once with the Winter Federations, and once with the Summer Federations.

The Executive Board (EB) is the main decision-making body of the International Olympic Committee. The Executive Board was created on 1 October 1921, when the IOC President, Baron Pierre de Coubertin, realized that he was unable to keep up with the demands of running the IOC all by himself. The original five members were as follows:
It is interesting to note that the IOC President, then Coubertin, was not actually considered a member of the original EB. This was not to change until 1927.
The make-up of the EB has changed over the years, with more and more members being added to it. The number increased to six in 1926, to seven in 1927, to eight in 1960, to nine in 1966, and to 11 in 1985. The number of Vice-Presidents has increased from one (beginning in 1921) to two in 1966, three in 1968, and four in 1989. The recommendation of the IOC 2000 Commission, enacted at the Extraordinary 1999 IOC Session, expanded the Executive Board to include 15 members. The current setup includes the President, four Vice-Presidents, six Members, and added representatives of the Summer IFs, Winter IFs, NOCs, and Athletes; thus adding four Members to bring the total to 15.
The EB meets several times a year, and also meets with the NOCs and IFs, usually annually since 1946 (IFs) and 1952 (NOCs). The EB decisions are presented to the full membership for ratification but these decisions are almost never overturned. Day-to-day decisions of the IOC are made by the President, who currently runs the IOC out his offices at Château de Vidy.
