Lưu Quan was a Vietnamese cyclist who was active during the early 1950s. In 1952 South Vietnam first competed at the Olympics, sending a delegation of eight athletes to the Games. Lưu was one of four cyclists to compete in the individual road race, finishing 47th, more than 18 minutes behind the race winner.
