Toshio Usami graduated in 1931 from Tokyo University of Commerce (today Hitotsubashi University). At the 1932 Los Angeles Olympics, he played both hockey games as a forward. After World War II, he served as Honorary Vice Chairman of the Japan Hockey Association. As a businessman, he held the position of chairman of Narumi Pottery in Nagoya.
