Tokuhei Sata started his active career at the Aichi Swimming Association of Nagoya. After graduating from Tomita Junior High School he enrolled in Meiji University. While at Meiji, he won the silver medal at the 1928 Olympics in the 4x200 m freestyle relay. His two national titles came in the 100 and 400 metre freestyle in 1929. He later worked for Hankyu Railway Corp. in the Kansai region of Honshu Island. Suffering from a chronic illness, he died at the age of 24.
