Educated at Kent College, Canterbury, Burgess was an international hockey umpire in 1951 and was a member of the Southern Counties Hockey Union Association. He was the only English umpire chosen to officiate at the 1960 Roma Olympics.
At Roma, Burgess umpired the 5-8 place match between Australia and New Zealand, which the former won. Australia only got the right to play New Zealand, however, after beating Kenya on the toss of coin in their previous match, which ended 1-1 after 40 minutes of extra time. The Kenyans won an appeal against the decision and played Australia again, but lost for a second time. As a result, the first Australia-New Zealand game had to be replayed and this time the latter won, with Burgess officiating for the second time. Burgess also officiated in the Army, Navy, and Air Force Services Championship, as well as many UK international matches.
