Giovanni Mauro was an influential character in Italian football as a lawyer, as well as a referee from 1911-28. He officiated in the top flight of Italian football and was, from 1920, an international referee. Before World War II, he was president of the A. I. A. (Associazione Italiana Arbitri), the Association of Italian Football Referees. An administrator, in 1929 he was, along with Italo Foschi and Paolo Graziani, responsible for the formation of Serie A. In 1935 he was honoured with the award for the Best Italian Referee of the Season being named after Mauro. In 2011, he was admitted into the Italian Football Hall of Fame.
