Leonard Tay probably lived in the Philippines, which would explain his Western first name, before he returned to China in 1931 to study at the Jimei Middle School in Xiamen and later at the Xiamen University. In 1934, he was selected to represent China at the Far Eastern Games in Manila and later that year took the first place in the men’s 200 m and 400 m in the Provincial Games. In the following year, he won the championship in the 400 m at the 6th National Games with a new national record of 52.2, earning him a place on the Chinese team for the 1936 Berlin Olympics.
