He Zhenliang graduated from the Aurore University in Shanghai with an electrical engineering degree and almost immediately entered sports administration as a career, after a short period as a professor of philology and international affairs. In 1964 he became deputy secretary-general of the Chinese Gymnastics Association. He later served as the secretary general of the Chinese Table Tennis Association and as head of the secretariat of the All-China Sports Federation. He became deputy secretary-general of the All-China Sports Federation and the Chinese Olympic Committee (COC) in 1979. He later served as secretary-general of the COC from 1982-86, Vice-President from 1986-89, and President from 1989-94. He was also, at various times, President of the Chinese sports federations for rowing and athletics (1992-96), and was President of the Asian Rowing Federation from 1990-94.
In politics He became a Communist Party member in China in 1954. He became a member of the Chinese People’s Political Consultative Conference (CPPCC) in 1988 and in 1993, became a member of the standing committee of CPPCC and the vice commissioner of Physical Education and Sport of CPPCC.
He became an IOC Member in 1981 and has served on multiple Commissions and several important posts. He was a member of the Executive Board from 1985-93 and again from 1994-98. He served four years as IOC Vice-President (1989-93), reaching 1st Vice-President in 1992-93. He has served on the following IOC Commissions – Olympic Solidarity, Sports for All, Apartheid and Olympism, Council of the Olympic Order, Centennial Olympic Congress, and Cultural.
