Dimitar Tzokov studied at Robert College in what was then Constantinople, and then received a law degree at the University of paris. He became a career diplomat, serving as an attaché in Beograd, Bucareşti, Constantinople, St. Petersburg, and Athina. In September 1903 Tzokov was Permanent Secretary of the Foreign Office in Sofia when he was named to the newly-created post of Bulgarian Agent to Great Britain. In 1911 this post was raised to the level of an embassy and he became the first Bulgarian Minister to the Court of St. James. Tzokov retired in 1914 and left London, spending the war years in Paris. Tzokov became an IOC Member in June 1906, but never attended an IOC Session, and was de-commissioned in June 1912 for his failure to attend Sessions.
