Vlastibor Klimeš came from Praha (Prague), where he studied architecture at the Academy of Arts. He worked there as an assistant professor from 1950-52. In the 1960s he was director of the Regional Design Institute in Praha. From 1971, he was municipal architect in various cities, i.a. in Nymburk and in Vršovice, a district in Praha. He was responsible for the construction or restoration of theaters and sports facilities including the design of the project Žiar Hronom, a sports complex in Nymburk. He also planned department stores, housing projects, kindergartens and a golf course, and in 1993 he co-founded the KAPS studio. His project for the 1948 art competitions was probably still a study project, possibly his final thesis. Some sources mention Jiří Záruba, Lubomír Končinský, and Karel Kopp as co-authors. Later, the Juliska Stadium of the club Dukla Praha was built in the district of Podbaba later.
