The program was the same as in 1936, with the kilometre time trial, match sprint, tandem match sprint, and team pursuit, which were held at the Herne Hill Velodrome. The 450 metre velodrome had an asphalt surface, and was quite slow, which led to sluggish track times. Italy and France split up the gold medals, each winning two events.
