Only 11 boats started in the Tornado Class, with the field filled out by some Eastern European nations as the US-led boycott definitely affected the quality of the competition. Gold went to Brazilians Alexander Welter and Lars Sigurd Bjorkstrom, who won three races, and two thirds and a fifth for the scoring races. They won comfortably over the Danish crew of Per Kjærgaard Nielsen and Peter Due. That crew had also competed in this class at the 1976 Olympics, placing ninth.
