Cozy Harris studied law at the University of Toronto in Canada and Oxford University in England and thereafter served on the Constitutional Committees of several newly-independent nations, including Guyana, Grenada, and Malawi. Soon acquiring the reputation of a democratic legal expert, his services as a judge and statesman were requested in many nations, to which he traveled with the support of the United Nations, and he was the author of several books. His own country did not gain independence from Great Britain until 1978, after which he served in several administrative roles in Dominica. Among them was the Presidency of the National Olympic Committee, which he held from 1986 until his death in 1989.
