Rudy Houtsch was a competitive road cyclist from Luxembourg who was active during the 1930s. In 1936 Houtsch finished sixth on stage five of the Tour of Luxembourg and went on to finish 19th overall in the general classification. As one of the best performing home riders in the race he earned a place on the Olympic team for the road race at the Berlin Games. One month after the Olympics he finished 24th in the amateur road race at the Road Cycling World Championships.
