Frank Small competed at the 1920 Olympics while representing the Acme Wheelmen of New York. He was best known for his administrative roles in cycling. He was later secretary and then president of the Amateur Bicycle League of America (ABLA) and was editor of Bicyling Magazine. Small was on the US Olympic Cycling Committee and was manager of the US cycling team at the 1948 London Olympics.
