William Penn competed for the US tug-of-war team that finished fourth at the 1920 Antwerpen Olympics. Penn was in the US Army in 1920. He was a sergeant in Company M of the 25th Infantry, stationed at Camp Stephen Little in Santa Cruz, Arizona. Along with Joseph Winston, he was one of the early African-American US Olympians at the 1920 Olympics.
