Óscar Novoa competed for Chile in team sabre fencing at the 1924 Paris Olympics. Novoa was a career military man who entered military school in 1901 as a cadet, graduating two years later. In 1915, as a captain, he was assigned to teach at the Chilean military school. After the Olympics, Novoa was promoted to major and appointed acting commander of an artillery regiment.
In 1927 Novoa was sent to Germany to study at the German Artillery School and was made a lieutenant-colonel. He was promoted to brigadier general in 1933 and full general in 1934. Novoa served as Commander-in-Chief of the Chilean Army from 27 March 1934 to 20 December 1938.
