Otero started playing football in 1909 at the age of 16 in his hometown with Sporting de Pontevedra. In 1911 he joined Real Vigo Sporting, winning the Galician championship four times, in 1914, 1919-20 and 1923. In 1923 the club merged with local rivals Real Fortuna Vigo and continued as Real Club Celta de Vigo. After a suspension for alleged professionalism by the Galician Federation, Otero spent most of his career as a right defender at Deportivo de La Coruña from 1924-30, winning the Galician Championship again in 1927 and 1928. At the 1920 Olympic Games he was one of the 11 who played the first match for the Spanish team. Otero won a total of four caps. He also played several matches with the Galician selection. After his retirement, he settled in La Coruña running a bar. He was one of the first players to use his popularity to advertise wine.
