Hugo Salcedo attended U Cal Riverside, where he played soccer and was a placekicker on the football team. He competed for the US at the 1971 Pan American Games and was a member of the Compton Soccer Club at the time of the 1972 Olympics. Salcedo earned a masters’ degree in psychiatric social work from Southern Cal, but he went into coaching , spending one season as head coach at Whittier College, and in 1978 became an assistant coach at UCLA. Salcedo became head coach at UCLA in 2004, but was succeeded by his son, Jorge, who played professional soccer.
In the 1980s-90s Salcedo held various positions in soccer administration. He joined the US Soccer Federation Board of Directors in 1976. In 1982 he joined the Los Angeles Organizing Committee for the 1984 Olympics. In 1992 Salcedo became responsible for the oversight of administration of FIFA coaching courses. He also spent two years working with Major League Soccer (MLS), as a liaison to Hispanic players moving into MLS. In 2005 Salcedo was hired by Proactive Sports Management to be an agent, helping them establish a stronger presence in the Latin American market.
