Arthur Harley was born in Bow, London. A member of the Orion Gymnastics Club in the 1900s, he was one of three Orion gymnasts alongside William Barrell and Walter Skeeles who were selected for the British gymnastics team at the 1908 Olympics in London. He later resided in Leyton and served in World War I. He also assisted the West Sussex Boys Brigade gymnastics club with their drills in the 1910s.
