Richard Bate was educated at Tonbridge School before going to St. Edmund Hall, Oxford. In 1959 he was a member of the college crew that won the Oxford Fours and the following year he won his rowing Blue. Bate was also in the Oxford VIII when beaten by Cambridge in 1961. That same year, Bate was elected president of the Oxford University Boat Club (OUBC).
Bate was a member of the Oxford crew that made up the Great Britain eight at the 1960 Roma Olympics, but they failed to make the final after finishing second in their repêchage heat. Also in 1960, Bate reached the final of the Oxford Pairs with C. R. Holden, only to lose to two fellow Oxford men, John Chester and Graham Cooper.
