The son of a barrister, Peter Dulley was a member of the well-known Wellingborough brewery Dulleys. He was educated at Westminster School, where he started rowing, and joined the Thames Rowing Club as a youngster. At the age of 19 he won the Junior Sculls at the 1923 Reading Regatta. The following year Dulley was a member of the Thames eight that represented Great Britain at the 1924 Paris Olympics and, despite setting an Olympic best time in their first round heat, they missed out on a medal after finishing fourth, just half-a-length behind bronze medallists Italy.
Dulley was in the Thames eight that was beaten by Leander in the Grand Challenge Cup at Henley in 1929, but made up for that disappointment by winning the Wyfold Challenge Cup as a member of the Thames coxless four.
After leaving Westminster School, Dulley went into business, firstly in Chile, and then in Hong Kong. While in the British colony, he joined the Royal Naval Volunteer Reserve during World War II, serving as a lieutenant-commander. Sadly, Dulley was killed in action during the Battle of Hong Kong in 1941.
