David Higgins attended Harvard, graduating in 1969, and then served as a navigation officer in the US Navy. After leaving the service, Higgins earned a law degree at Boston University, and then practiced law for a large Boston firm in the late 1970s. He and his physician wife and their children then spent five years at sea living on board a gaff schooner in the Pacific.
From 1984 to 2002, Higgins was CEO of a public charity that provided primary health care services in Micronesia and behavioral heath care services to adolescents in Hawai’i. The charity designed and built a 340-ton sailing vessel to support its program work, and he served as the ship’s senior captain, and then relief captain, until 2002 when he retired and returned to the practice of law. He then worked for Alston Hunt Floyd & Ing Law Firm in Hawai’i, where he specialized in real estate, condominium, and maritime law.
