Heo Yeong-Mo competed at the 1984 Los Angeles Olympics, losing in the flyweight quarter-finals. Heo was a bronze medalist at the 1982 World Amateur Championships. He also won a silver at the 1983 Boxing World Cup, defeating Australian Jeff Fenech.
Heo was a gold medalist at the 1982 Asian Games, and won golds at the Asian Amateur Championships in both 1982 and 1987. By profession, he was a middle school teacher in Yeosu, Jeollanam-do.
