Hartmut Flöckner started his swimming career in 1970, winning the bronze medal at the Barcelona Europeans in the 200 m butterfly. He repeated this medal in 1974 at Wien (Vienna). One year later he claimed his first East German national title, also in the 200 fly. He won that title again in 1973. At the 1972 München Olympics he claimed the silver medal with the 4x100 medley relay and finished seventh in both the 100 and 200 m butterfly.
At the 1973 Belgrade World Championships Flöckner again won the bronze medal in the 200 m butterfly. He also won a silver medal with the medley relay and a bronze with the 4x100 free relay. In 1976 at the Montréal Olympics he was eliminated both in the heats of both butterfly events, and shortly thereafter retired.
Flöckner worked as a graduated sports teacher and swimming coach until re-unification. He then opened a bicycle shop at Alexanderplatz in Berlin.
