Charles “Chuck” Foster spent his lifetime associated with figure skating both as a competitor and an official. In his youth Foster represented the Skating Club of Boston where he became the US junior pairs champion in 1955 with Maribel Owen. As a judge and referee he officiated at seven editions of the World Championships from 1976 to 1999. He was a judge for the women’s singles at the 1980 Lake Placid Olympics before serving as the assistant referee at the 2002 Salt Lake City Olympics.
Foster served as the Vice-President of US Figure Skating in the 1980s before becoming their President from 2003 to 2005. From 1989 to 1996 he was the United States Olympic Committee secretary. During this time he was also the chef de mission for the 1992 Albertville Olympics.
