Basil Francis was born as Basil Heal in Searsmont, Maine. When he was 5-years-old he was adopted by Arthur Rowland Francis and Marion Hunt Francis, and took the name Basil Francis.
Francis competed in the 200 breaststroke at the 1932 Los Angeles Olympics, but did not get past the first round. He was third at the 1932 Olympic Trials. Francis competed for the Boston Swimming Association. He worked as a telephone company engineer. Francis was inducted into the Rhode Island Aquatic Hall of Fame in 1982.
