Bill Burgess worked at a number of jobs in his youth before becoming a chartered accountant. It was in this position that he was able to earn enough money to buy a boat and begin competing in yachting races, doing so out of the Royal Vancouver Yacht Club. His most notable appearance came at the 1960 Rome Olympics, where he took part in the Star class tournament alongside Bill West and placed 23rd overall. Burgess also competed in this event at the 1965 World Championships, where he finished 22nd. He continued to compete into his 80s and also held administrative positions in his club.
