Jimmy Bartlett was born in Northampton, England in 1908 before moving to Oshawa, Ontario when he was young. Bartlett was diagnosed with multiple chest problems including asthma, bronchitis, and tuberculosis, with his doctor insisting he be admitted to hospital. He refused and began running, becoming one of the best distance runners in North America during the 1930s, including finishing second in the marathon at the 1933 Canadian Championships. Throughout the decade he ran in multiple provincial and local events, earning himself a spot on the Canadian Olympic team for the 1936 Berlin Games. In Berlin he ran in the marathon, finishing 15th, the best result amongst the runners from Canada and the United States. Bartlett finished fifth in the marathon at both the 1937 Pan-American Exposition in Dallas and the 1938 British Empire Games in Sydney, and became the Canadian marathon champion in 1937. He was inducted into the Oshawa Sports Hall of Fame in 1993.
