Ugarte ran in the event at both the 1924 Paris and 1928 Amsterdam Olympics but did not advance from his heat in either race. He had better success, however, at the South American Championships in Athletics, winning three silver medals in the event (1926–27, 1929). At the 1926 championships Ugarte also won silver in the 4 x 400 metres relay and bronze in the 4 x 100 metres relay.
