From 1958 to 1968 Cēzars Ozers played basketball for VEF Rīga where he won the Latvian championship in 1958 and four bronze medals in the Soviet championship. Ozers represented the Latvian SSR team in 66 matches from 1957 to 1967, winning two bronze medals at the USSR Spartakiad. At the 1960 Roma Olympics he was part of the Soviet team that won the silver medal, with him playing in all eight matches for the side during the tournament.
In 1998 Ozers was awarded with the Order of the Three Stars, the highest honour in Latvia. He was also inducted into the Latvian Basketball Hall of Honor and was an Honorary Member of the Latvian Basketball Union.
