Ronald Burns was born into an Anglo-Indian family in Bengal, the eldest of four children born to Ronald James Burns and Beatrice Maude Emery. He resided in Kharagpur in his early years and was a frequent competitor at athletics meets across the country, specializing in the 220 yards sprints. He earned a spot on the 1928 Indian Olympic athletics team after the Olympic trials and competed in Amsterdam in the 100 and 200 metres, but did not advance past the first round in either. In 1927, he was also a member of the Indian delegation to the Far Eastern Games.
He later emigrated with his family to Australia in the early 1950s and lived in Victoria Park, a suburb of Perth where he worked as a machine inspector.
