While attending Konojo Junior High School in Yamaguchi prefecture, Izuo Anno won the 100 and 200 metres at the national middle-school competition held in Kyoto. One year later, he enrolled in Keio University. In 1931 and 1932 he won two consecutive titles in the 200 at the Japanese Athletics Championships. At the Los Angeles Olympics, he represented Japan in the 200 metres and ran the third leg of the 4x100 relay. In 1939, Anno served in the Sino-Japanese War and was killed in the Battle of Kunlun Pass near Nanning during an attack by the Chinese army.
