Joaquin Cibils studied medicine at Montevideo University, but turned instead to a business career. He became Chairman of Serratosa & Gastolles, director of the Italian Bank of Uruguay, was a director in Uruguay for several foreign firms, including Westinghouse and Goodyear. Politically Cibils was Chairman of the National Control Board for Export and Import, and was Director the League for Cultural Relatoins between his country and the United States. He also was World President of Rotary from 1953-58.
Cibils played football as a youth, and helped found the Albion (later Peñarol) and Wanderers Clubs. He also played high-level tennis, winning the first Uruguayan doubles title in 1915. Cibils was made an IOC Member in June 1937, resigning in October 1956.
