Yotaro Sugimura graduated from Tokyo’s Imperial University. As a student he was the Japanese 10-mile swimming champion, and also competed in athletics and judo. Sugimura was a professional diplomat and was Japanese Ambassador to Italy when Tokyo bid for the 1940 Olympics. He made a personal appeal to Benito Mussolini, convincing him to drop the Rome bid for the 1940 Games. Sugimura became an IOC Member in June 1933 but served just over three years, resigning in July 1936.
