Eduard, Prince von Salm-Horstmar was Vice-President of the Committee for German participation at the 1900 Games in Paris, and was then President of the Committee for the 1904 Olympics. He was co-opted onto the IOC in April 1901 and served until April 1905, but never attended an IOC Session during his tenure. Prince von Salm-Horstmar was an officer in the Prussian Cavalry from 1858, was a socially prominent figure, and was a member of the prestigious Union Club of Berlin and the German Automobile Club. Before his retirement from the Army as a General in 1919 he served as an Imperial and Royal aide-de-camp and President of the General Staff Decorations Commission (1895-1910).
