Italian architect and city planner Cesare Valle studied mechanical engineering and architecture in Roma, where he was a professor at the University of Roma from 1941-72. He created town development plans for Roma and other cities like Foggia and Arezzo and the Ethiopian capital Addis Ababa, designing many public and private buildings in Italy and the former Italian colonies. He was often given favors because of his influence on municipal capital affairs. His son and grandson also became well-known architects.
The design of a stadium for over 100,000 spectators was one of only two collaborations between Pier Luigi Nervi and Valle. It was planned for the first exhibition of sports architecture in 1933. There were 100,000 seats, of which 30,000 were covered, and additional standing room for another 20,000. A special feature were the staircases arranged one above the another.
