Born in Austro-Hungary, Count Jerzy Potulicki-Skórzewski graduated from high school and was a student at several foreign universities. In addition to his native language, Count Potulicki-Skórzewski was fluent in German, French, English, Hungarian, and Spanish. During World War I, he was a second lieutenant in the German army and was awarded the Cross of Valour. During this time, he contracted tuberculosis.
Count Potulicki-Skórzewski was transferred to the reserve as a captain in the 21st Cavalry Regiment Vistula. In 1919, he joined the newly formed Polish Army as a captain with the 16th Cavalry Regiment of Wielkopolska. While undergoing tuberculosis treatment in Switzerland, he served as a military attache at the Polish embassy in Bern. He later joined the service of the Foreign Department of the Presidential Office and became liaison officer from the Ministry of Foreign Affairs to the II. Division of the Supreme Command. As a relative of Józef Broel-Plater Count Potulicki-Skórzewski became a member of the Polish bobsled crew at the 1928 Olympic Winter Games.
