There were supposed to be 16 teams in the 1964 hockey tournament, but Indonesia withdrew, angry that several of its athletes were declared ineligible for having competed at the 1963 Games of the New Emerging Forces (GANEFO). The 15 remaining teams were separated into two groups of seven and eight teams, where they played a long round-robin format, with the top two teams in each group advancing to the semi-finals. The matches were all played at the Komazawa Hockey Field in the Komazawa Olympic Park in Tokyo.
India had won the hockey gold medal from 1928-56 but lost the 1960 final to Pakistan. The 1964 final came down to India and Pakistan for the third consecutive Olympics, and the score of the final was 1-0 each time, but in 1964, India returned to the top podium step. They would win gold again in 1980 at the boycotted Moskva Olympics, but would never again be the dominant nation in the sport.
