Josef Čipera was the son of a mathematics teacher and politician of the same name. The father was a deputy in the Czech Parliament from 1906 until his death in 1911. The son was a member of the fencing club ČSK Riegel in Praha. He competed in the Inter-Allied Games in Paris in 1919 and finished third in individual sabre despite an injury in a preliminary round.
