William Bowman was the son of Charles Calvin Bowman, who served in the US House of Representatives for Pennsylvania in 1911-12. William Bowman graduated from Cornell in 1904 with a civil engineering degree, which was his father’s early career as well. He then earned a law degree from Harvard in 1907 and spent his career as an attorney in New York.
