A graduate of West Point Military Academy, Peter Hains took part in the 1928 Olympic as an army officer. He later was promoted to major general, and served in North Africa in World War II, and was involved in the planned invasion of Japan. Upon return to Washington, he served as the deputy director of the secretary of defense. He later became deputy chief of staff for the Pacific.
