Bill Carr was a member of the Vesper Boat Club. His only national title came in 1900 with the eight-oared crew, which then went to Paris for the Olympics. Born in County Donegal, Ireland to Robert Edmund McIlcar and Jane Doran, he came to the United States in the 1890s where he worked initially as a carpenter, and later as a building inspector in Philadelphia.
