Joe Dougherty rowed coxed pairs for the Penn Athletic Club and competed at both the 1928 and 1936 Olympics. He also rowed for the Penn AC eight at the 1930 European Championships in Liège, Belgium that won the race in a world best time of 5:18.8, with Dougherty in the 6th seat. Dougherty later coached the Penn AC rowers from 1943-50.
