Neil Halleen rowed for the University of Wisconsin, graduating from there in 1967. He competed at the 1976 Olympics and the 1974 World Championships, where he was in the double sculls boat that placed eighth. Halleen worked as a real estate broker. He later became involved in masters rowing and won 11 Badger State Games (Wisconsin) gold medals, including eight in the single sculls.
