Frank Hughes was from Mobridge, South Dakota, when he competed in the 1924 Olympics. He had the high average in the U.S. that year, with 98.3% on 1,000 targets, and led the U.S. team members in the Olympic team match. Hughes ran his first 70 birds in the individual match, but resumed shooting the next day in a bad downpour and missed two birds. The weather broke, but a later miss dropped him from a tie for first to a 97 and third place.
