Frank Mullen competed in plain high diving at the 1920 Antwerpen Olympics. Prior to World War I Mullen was a schoolteacher. He enlisted in the US Marine Corps in June 1918. Mullen later worked as a factory manager in 1940 and worked for the Brooklyn Board of Education in 1942.
