Tsugio Hasegawa, a student from Keio University, never won a title at national championships in figure skating. He started with a fourth place in 1932 and finished in the top three at four tournaments (1933-35, 1937). A second place in 1935 earned him a place on the team for the 1936 Winter Olympics in Garmisch-Partenkirchen. On the expedition to Europe, Hasegawa entered the European Figure Skating Championships in Berlin, but did not start. After the Olympics he was ranked 17th at the World Championships in Paris. At home, Hasegawa took the title at the student championships twice, in 1935 and 1939.
