José Clark studied at the Mexican Military College and the University of Guadalajara. He became a military and civil engineer and was at one time the highest ranking General officer in the Mexican Army. In business he became chairman of several industrial and construction companies, and an important producer of building materials in his native country. Clark fenced and played basketball as a youth before turning to sports administration. He was twice President of the Mexican Olympic Committee (1951-55, 1959-66), was President of the Mexican Basketball Association, the Organizing Committee for the 1955 Pan American Games in Mexico City, and the Pan American Sports Organization (PASO). Clark was co-opted onto the IOC in February 1951 and remained a member until his death in April 1971. He served on the Executive Board from 1963-70, and was 2nd Vice-President in 1968-69 and 1st Vice-President in 1966-67.
